Актуальні питання забезпечення мінної безпеки та гуманітарного розмінування на території України



19 квітня 2018 року у приміщенні Національної спілки журналістів України відбувся Круглий стіл на тему  «Актуальні питання забезпечення мінної безпеки та гуманітарного розмінування на території України». Організаторами заходу виступили Укртелерадіопресінститут, ГО «ЦЕНТР РОЗВИТКУ» «МЕДІАФОРУМ», МГО «Міжнародна антитерористична єдність», ПРАТ «Трансімпекс». Серед виступаючих були як представники міжнародних організацій (ОБСЄ, ООН, Міжнародний комітет Червоного Хреста, Міжнародного центру гуманітарного розмінування в Женеві (GICHD), компанії DDG, Halo Trust Україна), так і національні експерти з державного та громадського сектору, серед яких Георгій Тука – заступник Міністра з питань тимчасово окупованих територій та внутрішньо переміщених осіб, Марценюк Сергій – полковник, начальник відділу мінної безпеки та інженерних загороджень ГШ ЗСУ, Рукун Сергій – начальник відділу протимінної діяльності Міністерства оборони України, Покушалов Андрій Вячеславович – т.в.о.начальника ДВТС Національної поліції України, Уманець Дмитро Ілларіонович – керівник Асоціації виробників озброєння та військової техніки України, Голова ГО Соціальна справедливість Совість Алла Шлапак.

Експерти з протимінної діяльності закликали до рішучих дій народних обранців почати розгляд законопроекту про протимінну діяльність вже найближчим часом.

Присутні на круглому столі спеціалісти зійшлися на тому, що для України є надзвичайно важливою підтримка міжнародних організацій та неурядових структур. Форми такої допомоги є різноманітними, а тому не слід занадто детально прописувати їх правила. Величезну роль у процесі розмінування можуть і повинні відіграти неурядові організації. Для їх участі, ліцензування, допуску до замінованих територій потрібен профільний закон, в якому встановлені правила гуманітарного розмінування.

Наразі у ВРУ знаходиться два законопроекти, які мало відрізняються за змістом, а тому має сенс швидко узгодити позиції усіх сторін та прийняти політичне рішення.

Як підкреслили фахівці, процес розмінування території триває десятиліттями, навіть вже після завершення конфлікту. Це не питання лише війни, але й безпеки громад звільнених територій.

Для того, щоб справа розмінування продовжила позитивну динаміку, – слід створити сприятливі умови для координації зусиль українських силовиків, ДСНС та співпраці з міжнародними організаціями і міжнародними фондами, які готові фінансувати конкретні проекти. За результатами заходу фахівцями УТРПІ буде підготовлено методичні матеріали, які будуть надані регіональним ЗМІ України для їх подальшого використання у роботі з громадами.

On April 19, 2018, a roundtable on the topic "Urgent issues of mine safety and humanitarian demining on the territory of Ukraine" was held at the premises of the National Union of Journalists of Ukraine.

The organizers of the event were Ukrteleradiopressinstitute, the International Anti-Terrorism Unity IPO, Transimpex Private Joint-Stock Company.
Among the speakers were representatives of international organizations (OSCE, UN, International Committee of the Red Cross, Geneva International Centre for
Humanitarian Demining (GICHD), DDG Companies, Halo Trust Ukraine), as well as national experts from the state and public sectors, including George Tuka – Deputy Minister for Temporary Occupied Territories and Internally Displaced Persons (IDPs), Sergiy Martsenyuk – Colonel, Head of the Department of Mining Security and Engineering Borders of the General Staff of the Armed Forces, Sergiy Rukun – Head of the Mine Action Section of the Mini Defense Minister of Ukraine, Andriy Pokushalov- T. В. Chief of the Police Department of the National Police of Ukraine, Dmytro Umanets – Head of the Association of Manufacturers of Armaments and Military Equipment of Ukraine, Alla Shlapak -Head of the "Social Justice" Conscience" NGO.

Mine action experts called for decisive action by the people's elected representatives to begin consideration of the draft law on mint activity in the
nearest future. The experts present at the round table agreed that the support of international organizations and non-governmental organizations for Ukraine is extremely important. The forms of such assistance are diverse, and therefore it is not necessary to prescribe their rules too much in detail. Non-governmental organizations can and must play an enormous role in the process of demining. For their participation, licensing, admittance to mined areas, a special law is required, in which rules of humanitarian demining are established.


At present, there are two draft bills in the Verkhovna Rada, which differ little in content, and therefore it makes sense to quickly coordinate the positions of all parties and make a political decision. As experts have emphasized, the process of demining the territory lasts for decades, even after the end of the conflict. This is not just a question of war, but also the security of the communities of the liberated territories.

In order for the mine clearance to continue to have positive dynamics, favorable conditions should be created for the coordination of the efforts of Ukrainian security forces, the SESU and cooperation with international organizations and international funds that are ready to finance specific projects.

According to the results of the event, UTRPI specialists will prepare methodical materials that will be provided by the regional mass media of Ukraine for their further use in work with communities.
