The Director of the Ukrainian Institute for Advanced Training of Television, Radio Broadcasting and Press Workers (UTRPI), Honored Journalist of Ukraine, Doctor of Pedagogical Sciences Glib Golovchenko, and Senior Lecturer, Head of the Department of Modern Information Technologies UTRPI Denys Zamrii took part in the All-Ukrainian Scientific and Practical Conference “Actual Issues of Ensuring a Safe Environment in Ukraine”. The organizer of the conference is the Research Laboratory of the Problems of Legal and Organizational Support of the Ministry of the State Research Institute of the Ministry of Internal Affairs of Ukraine.

Mykhailo Verbenskyi, doctor of legal sciences, professor, honored lawyer of Ukraine, director of the State Research Institute of the Ministry of Internal Affairs of Ukraine, outlined the main elements of the security environment during the opening of the conference. Among them is social stability, i.e. minimization of contradictions and creation of conditions for conflict-free resolution of contradictions that arise in the state and society. As Mr. Verbensky noted during his speech, “there are a lot of efforts that the Russian Federation is currently carrying out, they are aimed at social destabilization in order to make society unbalanced, so that all state and public institutions cannot properly fulfill their functions”. Also, among the elements of the security environment, the expert noted economic stability, the system of civil protection, protection of the rights, freedoms and legitimate interests of citizens from illegal encroachments, protection of public health and information security, security of the educational environment and public space, social tolerance, protection of children affected by military actions. “By combining the efforts of state authorities, civil society, and local self-government, it will be possible to build a safe environment so that even in these difficult, extremely dangerous conditions, a person in our society feels like a person. If it happens, we will definitely win, rebuild and advance in progress together with all the advanced countries of the world,” – Mykhailo Verbenskyi said at the end of his speech.

During the conference, the participants presented various aspects of the components of the security environment of Ukraine, including the national stability system, the role of the Ministry of Internal Affairs in the formation of the security environment, the concept of the security environment and program documents on the de-occupation and reintegration of the territories of Ukraine, reintegration measures in the de-occupied territories of Ukraine, the role of the National police as a component of the security and defense sector of Ukraine in ensuring public order, strengthening the legal protection of police officers and military personnel, the formation and development of a barrier-free space in the conditions of martial law, the interaction of the subjects of combating illegal migration in relation to “non-exiting migrants”, the problem of creating a safe environment for life population of territorial communities, international cooperation in the field of combating terrorism, etc.
The participants paid special attention to the issues of information security and artificial intelligence in various aspects of ensuring the security environment of Ukraine. “We need to prepare for informational pressure to increase. And it will be done in the near future. Because the enemy doesn`t give up hope of destabilizing society in such a way as to break the will of the people to resist,” – said Mr. Verbenskyi during his speech.
Glib Golovchenko Director of the Ukrainian Institute for Advanced Training of Television, Radio Broadcasting and Press Workers (UTRPI), Honored Journalist of Ukraine, Doctor of Pedagogical Sciences said: “Today, information security of Ukraine is an integral part of ensuring the security environment of our country. Every day we can observe how Russia uses the global information space to promote its narratives and destabilize situations in various countries around the world. The use of the information space by the Russians to achieve their goal in Ukraine deserves special attention, in particular, the use of agitation and propaganda, disinformation and fakes to reduce the level of world support for Ukraine and aggravate the situation inside Ukraine. The Ukrainian Institute for Advanced Training of Television, Radio Broadcasting and Press Workers, together with other state structures and professional specialized organizations, conducts activities aimed at protecting the information space and improving the qualifications of media workers, press services, public relations services, and communications departments.”

During the event Senior Lecturer, Head of the Department of Modern Information Technologies UTRPI Denys Zamrii presented advices on information security in social networks, in particular how not to become a hostage of Russian information campaigns during the war. During his speech, Mr. Zamrii noted that “recently, Russia has been increasing its activity in the information sphere in general, including in social media. Official structures and the press declared about a number of information operations of the aggressor, in particular about “Maidan-3” and “Doppelganger” (or “Evil double”)”. The specified operations are only those that have become known. Their real amount is much larger. “Not a small component of these attacks, – Denys Zamrii notes, – is part of social media. This is due to the fact that this component is simple, cheap, doesn’t require great technical or financial efforts, and is effective, popular among users and effective.” The expert also noted that there is an opinion in the community of SMM specialists that usually Russians begin to use social media more aggressively when they don’t have effective results on the battlefield. During the speech, Denys Zamrii also outlined the approximate strategy used by the enemy in creating information attacks using social media. According to the expert, it is possible to protect yourself from the information attacks of the aggressor – for this you need to first understand the threat that can come from social media, carefully check the sources of information, don’t spread fakes, pay attention to details, look for alternative points of view, be careful with emotional content, avoid clibet and develop critical thinking. “Information security in social networks is becoming more and more relevant in the conditions of war, especially in the context of Russian information campaigns. To avoid falling prey to propaganda, it’s important to use proven defense techniques, such as checking sources, thinking critically, and collaborating with experts. Constant education and improvement of skills guarantees our ability to confidently distinguish truth from lies in the digital space,” said Denys Zamrii at the end of his report.
