VIRTUAL FRONT – REAL FRONT. FROM THE WORD TO THE WEAPON



The interdepartmental scientific and practical conference on the topic: “Introduction of innovative technologies and modernization of the technical component of the security and defense sector as a significant factor in the fight against the aggressor”, which took place on March 27, 2024, became an effective platform for discussing the achievements, capabilities and tasks of scientists and practitioners in the field counteracting existing and potential threats to the state and society.

Acting Director of the Ukrainian Institute for Advanced Training of Television, Radio Broadcasting and Press Workers (UTRPI), Doctor of Pedagogical Sciences, Secretary of the National Union of Journalists of Ukraine, Honored Journalist of Ukraine Glib Golovchenko took part in the event. The UTRPI, as a co-organizer of a scientific and practical conference in the framework of cooperation with law enforcement agencies, offers to the media community educational courses on information security, information hygiene, and the use of artificial intelligence.

The moderator of the scientific and practical conference is Oleh Parfylo, head of the department of the Ukrainian Research Institute of Special Equipment and Forensic Science of the Security Service of Ukraine, candidate of legal sciences.

Director of the Ukrainian Research Institute of Special Equipment and Forensic Science of the Security Service of Ukraine, Doctor of Philosophy in Law Yuriy Chechil, in his welcoming speech to the participants of the scientific and practical conference, emphasized that the strengthening of the capabilities of the security and defense forces is due to the development and implementation of the latest technologies and advanced methods which allow to effectively fight the enemy. The head of the Ukrainian Research Institute of Special Equipment and Forensic Science of the Security Service of Ukraine expressed hope that this communication format will help developers and users of impression and countermeasures to exchange experience, new developments, achievements and discoveries.

Director of the State Research Institute of the Ministry of Internal Affairs of Ukraine, Doctor of Legal Sciences, Professor Mykhailo Verbenskyi in his introductory speech also noted a number of tasks related to the interaction of scientific and technical workers regarding the development, manufacture and supply of the latest technical means for the defense forces, creating conditions for solving current issues and likely future problems in the fight against the enemy.

Serhiy Krymchuk, Director of the Dnipropetrovsk Research Expert and Forensic Center of the Ministry of Internal Affairs of Ukraine, Doctor of Philosophy in Law, Honored Lawyer of Ukraine, congratulating his colleagues, emphasized that the Expert Service of the Ministry of Internal Affairs in its activities uses the latest technologies in the fight against crime and aggression and is ready to improve its work.

Congratulating his colleagues, Oleksandr Ruvin – director of the Kyiv Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, doctor of legal sciences, senior researcher noted that the problem of technical equipment of the defense forces needs more attention, because it’s a determining factor in overcoming Russian aggression against Ukraine.

Serhiy Rozumnyi, director of the Dnipropetrovsk Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, called for the joint efforts of law enforcement officers, experts, and scientists to improve the quality of forensic expertise, to apply innovative technologies to minimize the impact of the human factor on the results of forensic research, to activate international cooperation in in the field of crime prevention and detection.

Director of the state enterprise “L.I. Medved’s Research Center of Preventive Toxicology, Food and Chemical Safety”, Ministry of Health, Doctor of Medical Sciences, Professor Mykola Prodanchuk in his welcoming speech to the participants of the scientific and practical conference, in particular, talked about the peculiarities of the activity of the institution headed by him. It was also about cooperation with law enforcement agencies, which consists in collecting and documenting crimes in the field of chemical safety in order to provide evidence during the prosecution of the Russian aggressor by the International Criminal Court.

Serhii Denysenko, executive director of the Computer Forensics Laboratory LLC, focused the attention of conference participants on the issue of proper preliminary investigation and documentation of cybercrimes, cyberattacks, destruction of digital infrastructure – the entire range of hostile terrorist activities of Russia for the International Criminal Court in The Hague. He delivered a report on the topic: “Exchange of practical experience and developments in the field of computer forensics for the security and defense forces” and proposed the creation of a coordinating department that would establish the cooperation of all structures, including educational institutions that have relevant developments, but cannot properly implement them.

Truly impressive scientific and technical projects of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” for the security and defense of Ukraine was introduced in his presentation by the vice-rector for administrative work of KPI, doctor of technical sciences, associate professor Vadym Kondratyuk. We are talking about key developments and high-tech production of weapons and armaments, the potential of which is capable of solving key issues of Ukraine’s defense capability.

Anatoliy Dovgopolyy – chief researcher of the Central Research Institute of Armaments and Military Technology of the Armed Forces of Ukraine, doctor of technical sciences, professor in the presentation and topic: “Variants of the use of artificial intelligence technologies to ensure the measures of preparation and conduct of armed struggle” offered examples of the developments of 50 countries of the world, in particular, NATO, an overview of artificial intelligence development strategies, opportunities and threats of its use in decision-making by political and military leadership based on AI recommendations.

The head of the research department of the State Research Institute of the Ministry of Internal Affairs of Ukraine, candidate of legal sciences, honored lawyer of Ukraine Yuriy Irkha raised the issue of the use of the latest technologies in the organizations of the security and defense sector of Ukraine in the context of expanded modern opportunities and threats in the field of observing human rights and freedoms. The speaker drew the audience’s attention to the requirements of the new European Union law on artificial intelligence, as well as the recommendations of the UN Security Council resolution on the use of AI.

Dmytro Lande, head of the scientific center of the State Scientific Institution “Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine”, doctor of technical sciences, professor in his extremely interesting presentation “Issues of the application of artificial intelligence systems in the field of cyber security” emphasized that so far in our country there is a war, every opportunity should be used to defeat the enemy, and intelligent intelligent systems and programs based on artificial intelligence.

Using a concrete example of a television report, Yuriy Nizovtsev, chief forensic expert of the Center for Forensic and Special Expertise of the Ukrainian Research Institute of Special Techniques and Forensic Expertise of the Security Service of Ukraine, candidate of legal sciences, demonstrated how an OSINT investigation is conducted, that is, the use of data from open sources, what it involves uncontrolled mindless reporting of certain events during the war.

Forensic expert of the research laboratory of information technology objects, telecommunications systems (equipment) and facilities of the Odesa Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, Ivan Starenkyi, in a presentation, presented a step-by-step investigation of a cyberattack incident that used malicious software, showed how a phishing attack was successfully overcome.

Oleg Plahotnik, associate professor of the Department of Justice of the Educational and Scientific Institute of Law of Taras Shevchenko Kyiv National University, candidate of legal sciences, interested the participants of the conference with a presentation on the use of cognitive systems of artificial intelligence in intelligence, operational planning and strategic vision. When a country is at war with an aggressor, all possible intelligent systems, artificial intelligence, combined methods and combat coordination should be used to defeat the enemy.

In this context, the assistant of the Department of Criminal and Legal Policy and Criminal Law of the Educational and Scientific Institute of Law of Taras Shevchenko Kyiv National University, candidate of legal sciences Volodymyr Benkivskyi drew the attention of the conference participants to the fact that in the hybrid war waged against Ukraine, information plays a decisive role. Therefore, the definition of this concept as “public announcement of information” requires a division into types during the war, in particular, the selection of the concept of “information weapon”. Therefore, the legal field also needs an appropriate response, and there is a need to include the mentioned concept in the Criminal Code of Ukraine. The author reaches this logical conclusion in his report “Informational and legal aspects of combating informational aggression.”

Therefore, the training courses that the Ukrainian Institute for Advanced Training of Television, Radio Broadcasting and Press Workers offers to media workers are becoming more and more relevant and in demand, which was emphasized during the scientific and practical conference.

The participants of the event also took an active part in the technical part of the conference, got acquainted with the latest domestic innovative developments.
